Cannot apply localization Error upon install

Getting:

Fatal error: Cannot apply localization.

had to manually copy the language file from the install folder into langs/

This fixed the error but when visiting Lanuage Settings in the control panel, under
Default site language:
The drop down box is blank..
I take it there are some DB entries now missing from my database..
