Cannot access admin panel

Hi

I am having trouble accessing my admin panel. I login as admin and I click on the crown at the bottom of the screen and it doesn't go to the admin panel. It goes to a page that just looks like a regular user but I'm still logged in as admin. I've read the forums and checked the database and I see that the role number is correct. But for some reason I am not able to enter the admin panel. Even when I type in the url example: www.mysite.com/Dolphin/administration it still goes to a page that looks like a regular user page.

Please help.

Try uploading a fresh version of the /administration/index.php page

(Back up your site first, of course)
