Cannot access Advanced Settings menu items

As stated in the Topic subject.

I cannot for god knows what reason, access the menu options in Advanced settings .. and I do not have the user task bar on the website .. I could a few minutes ago .. but now .. nothing .. zip ..

Could it be because i've unchecked the cache js/css ??

I've cleaned the cache and cache_public folders on the ftp .. Any tips ?

What should be the folder attributes for INC ?

I had to make them 777 so that i could get these options back.
