Can't post a video comment on Photos, Videos etc.

I can post a video comment on any profile's page but can't post it on Photos, Video, Music, polls, groups.... all other modules.  Please confirm this. I'm not sure if it's me or dolphin.

I have confirmed that the POST button is not active after recording a video comment to a video, music file, or photo. Can we please get this looked at?
