Can not upload anything.

So I get a email this morning that my users can not upload photos. I test and not only is it photos it is files, music and videos. My system audit all green, permissions all green and I am using the UNI default template. I did a system restore to the last known upload when it was working and still not working. All I get is File Upload Failed pop up error. Please any help is welcome.

Also now my site is taking 12 to 20 secs to load each page and I have all the .htaccess mods turned on.

Thanks for the reply. I figured it out. Somehow a open_basedir restriction was written to the vhost file and I had to remove it.
