Can Not Change Default Language

I have Japanese and English as the languages on my site. I have set the default language to Japanese and I have erased all cookies making sure the lang cookie is also erased. Then after going to the site again English is showing when it is not the default language.

If I choose Japanese by clicking on the flag then the cookie changes to Japanese and every time after that Japanese will show. I need Japanese to show the first time someone accesses the site because it is only for Japanese. They should not need to click on the flag to change their language.

Is there a bug somewhere that needs to be fixed. I have seen other posts with the same problem but no resolution.

Hm, try emptying the ./cache and ./cache_public directories (leaving the .htaccess file intact).

Thank you for the help but that does not seem to work. Also I do not see the .htaccess file in the cache folder if it is supposed to be there and do not see a ./cache_public directory.

In the cache folder I saw a user1.php and so on files. Are these what you are suggesting to delete?
