I would just create a block for the front page and put the classified ad that I want displayed in it. When you want to change it, just change the block.

Does it can be changed to be used by every registered user?

For example , the user A can make  a classified favorited.

When A want to see the classified's info, he/she can go to his/her favorited classifieds to see the classified.
