Cache issues

I have a clean 7.1 install on my server. It works fine except for the caching of pages. I constantly have to manually refresh pages to see new content or changes. Additionally I found several bugs in the cache admin section, anytime you uncheck the boxes or select a different caching engine and hit save all your setting are back to the default. Need help in resolving this.
