CSV to SQL Converter: Anyone got a recommendation?

Anybody got a recommendation for a csv/xls to sql file converter.  I have a 2MB csv file that I need to get into  Mysql DB.  Trying to import it directly always gives me a fatal error (out of memory), and I've tried it on 3 different servers.  I tried one of the online converters, and it claims, erroneously, that it's not a csv file.  Most online converters choke on the file.  I hate to spend a hundred bucks on something that does just this one task, that I'll use once a year or less.
