Okay maybe this is just me but I tried to edit css files through admin in D7 Beta 3 and even though I have the files set at 777 it always says they are not writeable. Also it brings up the tmpl_uni css files and just shows they are linked to the base files, so can not attempt to change files from admin section. Now once this permission problem is fixed, will it allow the editing of base css files? Or is this a bug for now?
