Can you still buy dolphin out right or can you  only lease it now, as I did not see a option to buy it ?

Yes, Andrew Boon said that one can still buy a full license.  Furthermore, you can use the license for Dolphin and UNA at the same time.  So you can run both a Dolphin site and a UNA site with the power apps off the same license.

To buy the full one time license you have to go to the download page and then scroll down the page and you will see the button to buy the license.
