Block Design Padding Error 7.1

I have noticed that if I change a block design to 0 the block still keeps its padding ?!   With 7.0.9 if i added a block (with design 0) and the size was 300px >> then I add banner also 300px >> the entire space would be filled .... this is not the case with 7.1

 applied the fix in the ticket and all it seems to have done it taken padding away from the top of some blocks ... it still does not look right !

there is big issue with all block designs ...

To fix the padding issue for new HTML Blocks added to pages,

You need to open your database and find sys_page_compose look at the second (2) entry. 

Click and edit and scroll down to DesignBox

simply change from "1" to "11"

also upload the included file, un zip and upload to your root, ATTENTION you must change the folder permission temporarily to 755 to upload and replace this file, then change back to 555.
