Basis question about membership levels

On the membership permissions set-up for many modules, there are permissions like: "delete any ad"  and "delete any blog post".  Does this literally mean what is says?  If I gave a membership level permission to "delete any ad" they could really delete any ad ?  Including ones they don't own?  To me, this is more like adding a new administrator, not a membership level.   Is it possible they got the language wrong here, and what they really mean is "delete own ads" or "delete own blog posts" - meaning ones the member owns.   Could someone enlighten me on this.

UPDATE:  I meant "basic" not "basis" - no way to fix a header typo here.

Yes, it is for the case if you need to create moderator for Ads section only, for example.
