Approve account confirmation email url is wrong!

does anyone know where or how i can fix the url

output is twice the site url + profile_activate.php?ConfID=25&ConfCode=YzJWb2JrOXZaMjF3ZG5oRk1nPT0%3D

I don't want to sound rude or ungrateful for the help that I find on here, but this is kind of typical of an answer and I need to continue looking. If gives an answer but as to where, I don't see. Being a Non-end user myself, I tend to talk from my perspective and not the one asking the question. I have the problem of membership level has changed being sent instead of email confirmation. Any ?  or ?
