Allowing Members to Post and Like Images

I am developing a site where I want the members to be able to upload images, that will then be posted into a feed on the home page. I also want other members to be able to "like" these photos and the ones with the most likes be sorted at the top. Attached is a kind of screen shot of what I am talking about...

Is there an extension(s) that can do that?

If not can anyone recommend any good companies that specialized in extension development for dolphin?

Thanks houstonlively! Obviously not exactly what I was looking for, but definitely has a lot of the features I need.

You maybe have any companies you recommend for custom extensions. I dont have the time to learn dolphin and write my own yet.
