Actions block has a privacy option?

Why is there a key icon on "Actions" block in their profile?  There's a possibility for them to hide their Actions block and not be blocked or reported by doing something nasty to other people.  I really don't think it's a good idea to have a privacy level for that block.

WOW the actions block can indeed be made to be completely private.  Now if someone is being a complete ass there are ways to contact the admin such as your contact us page.

But the privacy key should def be taken away.  It prevents the ability to block a user, report spam, and other things that should never be limited by the user itself.

Did anyone notice this?  :-/
