You can remove these controls by setting `IsRatable` field to  '0' for particular comments in `sys_objects_cmts` table. 

For example, to remove ratings for video comments run the following query:

UPDATE `sys_objects_cmts` SET  `IsRatable` =  '0' WHERE  `ObjectName` = 'bx_videos' LIMIT 1;
