I have a problem with the new version of Dolphin 7.
When you upload video to appear on the page this problem Error! File not processed

Please help me, what I do

Check to make sure videos are auto aproved.
When you click Videos from admin there should be a settings button to the top right of the header.
I believe that's where that option is, which is set by default.
Select the video than press the Activate button to activate it, that should get rid of that error.
Try that.

With cron jobs, when you install the dolphin script towards the end of the install wizard you are presented with a screen that has cron jobs.
If you coppied that and pasted it into the cron section in cpanel it should be fine.

If you get an error such as Error: File not found it may have to do with your RMS Settings.
Check to verify that you have Use RMS enabled.

With my host I went into the cron job control panel and created a new job. I then used the browse option and selected cron.php in the periodic directory of my dolphin install. I also configured it to run every five minutes and videos are now processing correctly.

I would imagine cpanel has something similar.

Im getting the same error while playing the video. Could you say where to change the cron command. i mean in which file i need to change the cron command. or could you explain in steps that how you resolved the issue.

You can modify Cron jobs in cPanel
The command should look something like this:

/home/username/public_html/periodic; /usr/local/bin/php -q cron.php

If you have dolphin set up in a directory, specify the directory like this:

/home/username/public_html/DOLPHIN_DIRECTORY/periodic; /usr/local/bin/php -q cron.php

Not sure if this will help or not but hopefuly.

No, RMS is only for extra features such as audio/video communication, audio/video recording and the boards module.
