New Block description/caption fields issue

The issue is this: when you create a new block in the profile edit fields and put in the description and caption, that description and caption does not carry over to the same block in the search fields, or any other page.  Whey is this, every time I make a new block for edit profile, I need to redo the caption/description for profile view pages, and search pages.
