I have found the solution.

The limit is not set in the php.ini file.

It is set in the ".htaccess" files.

Search you installation for these files and open them with a text editor. You will find these limit in those files.

Thank you so much, I have been trying to find the solution (mine was 32mb) and I could not find 32 anywhere. When I finally came across your solution, I opened my .htaccess file and there was the number 32. I changed it and now I can upload larger videos. Thanks!
