your server might be set not to allow that, so the only way to do it is to rename the .htaccess to htaccess.txt then upload them all and then rename them once in the server back to .htaccess
it is because .htaccess is an extention like .php or .html and some servers do not recognize it as a valid extention for uploading and some hosts block uploading it as a security measure.
