setting language switching gone?

Hi,

I would like to enable/disable language switching.

After upgrading, it seems to be gone in Admin area lang_file.php

Where can I find the essential feature now?

admin/lang_file.php always in 6.1.3,
recheck your site
Upgrade pack to 6.1.3 not change/delete existing lang_file.php

I upgraded from 6.0 to 6.1.3

This is just 'switch_lang_block' element for design
