member.php fails for NEW members. fine for old memebers

As of February 20, anybody that has joined my dolphin site hadn't uploaded photos, or used the site much... I thought it was strange so, after I looked in to it further I noticed that whenever one of the new members logs in, it goes to member.php and they just get the default "Cannot display the webpage" from Internet Explorer:

Most likely causes:

  • You are not connected to the Internet.
  • The website is encountering problems.
  • There might be a typing error in the address.

This occurs in IE, Firefox, and Safari. if the user types in the URL of a different page, it works fine... but members.php doesn't so they dont think the site is working when they login.

However, any accounts that existed previously work just fine, and members.php loads fine. 

I can't find ANY difference in the profiles records in the database table "profiles". They are all active. And I've done a check and repair of the database, which also had no effect.

I had not made any changed to Dolphin at the time this began to occur. But there was a server error, my host had the wrong quota set for disk space and it could not write anything else to the server or database. I got that resolved... and everything was fine for all the existing account, but anybody joing AFTER that is having this problem.

Does dolphin add information about profiles to other folders or directories they may need to be repaired?

I checked the media/images/profiles directory, and there are folders for all the old and new accounts.  I also checked, and cleared the files in the cache directory.  I just don't know what is missing that would cause this problem.  I've had about 50 newly joined members, so I want to find a fix ASAP.
