internal server error on install

Installed software at root directory and after install i have internal server error. this has completely effected my web site and sub sites. What can i do, what did i do wrong?

Open .htaccess in the dolphin directory and take out "php_value register_globals off" .. then save it.

Done that now get following
Fatal error: Call to undefined function: mb_substr() in /home/content/j/u/s/just2date/html/install/index.php on line 1766
Is there a php.ini file i can upload for this if so where?
Desperate to get this running

What optionsdo i have been stuck for days on this
