question about version

I looked in my ray base Global/constants.inc.php file and it says:

  'title' => "Ray base",
  'version' => "3.1.0000",
  'author' => "Boonex",
  'authorUrl' => "http://www.boonex.com"
);

is this the correct version 3.1.0000 for the free ray?
