Problem with Ray langs

Hello,I am from bulgaria. I translate all dolphin language file to bulgarian language and set charset "windows-1251" everywhere. The Dolphin works great, the members can write to cyrilic (bg lang), but when I edit the languages files of Ray - their languages just crash. Example: The tittle text "Web Presence" translate with bulgarian word shows in flash text "%^&#@". I just wonder how to translate Ray without any problems?
I cant use UTF-8, I dont known, but the bulgarian language (cyrilic) not support UTF-8, I must use "windows-1251". I tried everything. Please Help me!
