Polls problem

Does anyone else have this problem.

I have a site poll and a member poll on my site. I went under my member account and voted. No big deal, except that when I log in as a different member I am not able vote.

Does anyone know if the voting process keeps track of IP, MAC, or what? Any comments, suggestions, or fixes would be greatly appreciated.
