PHP in a block or custom module

I am trying to put php code in a custom block and can't seem to figure out how to get it to work correctly. Another solution to this problem would be to make a custom module but I can't seem to find any documentation on developing one of them either.

Can someone please point me to where I can find documentation on including custom PHP code in a block and how to develop a custom module?
