New language problem insert in dolphin

Hello help me i have new file language .php i don't have the sql file and not insert in dolphin

this is intructions but not good becouse?

Now let's see the easyest way to install this file:

1. Go to Dolpin's Admin Page -> Settings -> Languages Settings

2. In Language Settings at the voice Language Files ->
-> New language: (write) Italian ->
Copy from: English and select the Italian Flag then click "Create"

3. Now go to your ftp and just paste the lang-roman.php file.

4. Refresh your browser and select Italian this is it!!!
