HELP Nav Menu in blocks

How do I change, edit. deleate, add to, or even create the nav menu in a block either one I create or one of Dolphin's. As an example the "Tags" block. Builder just gives me the language names and keys but no way to edit the block content.  

I need to change some of the titles and the parameters in the search.

Any additional info on any and all of he searches would also be helpful
