Classifieds post without admin approval! 6.1

Members' classified ads get posted for all to see automatically. Is this suppose to be? I thought the setting "Automatic advertisements activation after adding" in Advanced Settings controlled this... I have this unchecked, yet the ads post right away.

Thoughts?

Yes, that's OK. New classifieds will be visible for all as soon as they are submitted. This "New" classifieds' status is mostly for the site administrator so he will be able to see them, edit, delete or approve.

How can the admin add the new classified ad vie admin panel?
The admin can do only edit, delete or approve classifieds .
