Can't Enter Profile Comments

Think I corrected it and likely my error. I don't think I had the permission's set in everyone of my test members.
I have "Enable Comments for profiles" checked in Advanced settings, yet I don't get the link to "Add Your Comments" in any Profiles Comments boxes-- only empty box with "There are no comments yet". I've tried in IE and FF.
Any ideas, please???

I'm finding other inconsistencies between IE and FF, from a member side. It's ok with admin issues, as I can control which browswer I use. But this is bad for members when the experience isn't the same between browsers.
