Builders Not Working On New Install

I just recently installed the most current version of Dolphin and looks like everything seems to be ok. The only issue I am running into is in the ADMIN the BUILDERS do not seem to run. I get a box with an animation of some blue circles going in a circle. Does anyone know what this is or have any idea???

Running on Apache 2.2.x on Windows
PHP 5.1.x
MySql

Any help would be appreciated.

That is odd. Can you grab a screen shot by chance?

Were there any install errors? Are there any erros in the logs?
