Webpage thumb generator

I am looking for someone to help me solve a problem. I want to move away from outside thumbnail generators and create one that works within my Dolphin structure. The mod will need to be able to do the following:

1. Be given an URL, then traverse that webpage and capture an image of it
2. Process the image into a usable thumbnail
3. Store the image to a local file directory
4. Make the thumbnail image available to the Dolphin site mod to be used in place of the existing system.

That's it. I will pay for the mod. I will expect all rights to the mod when it is complete so make sure your pricing includes that. Please keep it simple.
