Need to a photo rating module

We want to create self-moderated photos action of the website.  Here is the idea:

Once photo is uploaded and get approved by admin - it goes to separate section where photo is

visible only to registered users and only inside the section, those users choose photos available in the section and vote (user cannot vote more then once or vote for his/her own photo), admin sets number of votes and rating need to be achieved for the photo to appear on the site and be visible on all photo related pages of the website to both users and guests. Once photo gets required number of votes, ratings it disappears from the section and remains only visible on all other photo related pages.
