Language sensitive promo block

I have a custom HTML promo block that I need to be language sensitive (the images, and therefore the language, change depending on the language selected). I would also like the option to either disable or replace the images when members are logged in.

On a separate note, I'd also like to have Special blocks that are also language sensitive, so I can put ads/newsletter sign up forms in based on the language selected.

I've been quoted 300€ for the promo block alone, but there's no way I can afford anywhere near that much, so if it really is a big job that requires so much work then please ignore.
