I need to link a website to Public Pictures

I need to be able to link a website on Public Pictures. In other words, when I upload a picture onto my website i.e. BelloPuertoRico.com i have to provide Title, Tags, Description and Categories; Here I want to include an "optional window" and be able to place a web link to that picture. See example on attachment.
