I need someone that can make the profile photo upload during the join process

I have already edited the database file to make the profile photo mandatory during join.  But the photo will not upload during join because it only accepts photos from members.  I want members to confirm their e-mail address before they have access.  The only solution that I currently have is to not have them confirm their e-mail address, but then I get spammers.
