Enable/ disable Tinymce editor

I would like a mod created which will give me the functionality to enable/ disable Tinymce editor for all the places (all mods including orca forum, messages, splash page etc) where it is being used. When disabled it will be a plain text box where formatted content can not be created or pasted from some other page. All formatting will be removed if formatted content is pasted in this text box.

Installation should be simple like any other boonex modules, from admin panel.
