Disable tiny_mce editor

I would like a module to be developed which will remove tiny_mce from the entire site. It should only be available from admin panel.

It should be replaced by a text box which will not allow any formatting. Also all the formatting will get removed if somebody pastes content in the text box, specially anchor links should not get pasted.

Installation should be simple from admin panel.
