I am looking to hire an experienced boonex dolphin developer to customize a dolphin 7-based site and to add all of the functionality needed to create a fully-functioning dating site.
What's the best way for me to outline this project?...so that the scope of the project is clear and easy for a prospective developer to bid on. And so that the project budget also stays within a clearly defined price range?

The best way to make an outline, use PDF / MSWord format for the proposed looks and feel..Include images and samples with your note on it.
