Background Wall Paper and Site Logo

I need a background page and site logo and url icon for my site. I purchased a few items from a t-shirt vendor for my site and he designed a logo and background that I would like to use but he is over charging me to make it into a background form my site so I was wondering if I could send someone pictures of the logo and shirt and see if the can create a copy for me.
