Video encoding enhancements

I am looking to vastly improve dolphin 7's video encoding process.

Other scripts such as phpMotion and AdultWatch have advanced encode systems that produse better quality videos with smaller file sizes then anything dolphin has, even after using suggested changes from the forums.

Two key things I am looking for. First, check to see if an uploaded video is all ready in an optimum format and file size. Second, for the main site video (not mobile) encode using h.264, two passes, and qt-faststart.
