Set up fast template

We have a designer creating a look for our site. This includes home page, menu look, box and title bar colors and design. I'm looking for someone to adapt a template to accommodate the new design look possibly from UNI or something else closer to the design? Keeping the template simple with a minimum of images to increase browsing speed especially for mobiles is essential.
