New chat website using dolphin template

Hi there,

I need some work done to create a customised chat website using the dolphin system if possible.

I would like it so they go to the home page and it simply asks them to login or sign up.

On sign up they enter their sex, age, a little information about them, their street address and if they are seeking women, men or both.

Then they must upload a face picture to be able to use the website so the picture will need to be reviewed by admin and profile accepted or rejected.

On signing in I want a simple one page layout with people online locally, this will have to use some sort of mod to work out distance exactly as it must come up with boxes with the closest member nearest to them up the top.

This will work similar to the GrindR extra iphone app if you can get a hold of it.

I am looking for a quote to set this up for me. I have had a few quotes and the nest so far has been $250.00 can you beat this and if so how long will it take to create.

I have included pics to give you an idea of what I am looking for.
