Missing Persons Mod

I am interested in having a missing persons mod, one were only the admin can place missing persons from within admin or members that admin can assign to do such adding of missing person.

Something like a whole page of faces with brief description that opens up to a full page ( Basically a profile page but without the normal profile items) that has further details including photo's and ability to contact the person who posted the information. and separate section whereby the facility of adding it.

I want a block on the home page, but I do not want a button on members account or profile section which lets them post this.

Please make reasonable offers, no stupid ones like $2500 which some joker did a wile ago for another request.
