Looking for help fixing my search engine

The key to my website’s success is the search engine. The problem is I keep getting the following:

Warning: rawurlencode() expects parameter 1 to be string, array given in /home/walker39/public_html/dolph/templates/base/scripts/BxBaseMenu.php on line 347

I am looking for someone who can fix this problem and any other problem I might have to get this site up ASAP. 

This job will require some who can make the following happen:

·         Using the module dependent field, create a search format that can be searched by Country-state/province-city

·         Also using the same module  create a search format that can be searched by Blogger/Nightlife-type of night life- type of music played.

·         A overall clean transition and view of the join  page to the view of the members personal page

·         A google  maps link showing the  members address on a map

·         Last a functional smooth running website

For  an expert on dolphin software this should be easy so that is what I am seeking
