Big Dolphin customization (long term collab)

We are looking for a middle/long term collaboration for customizing dolphin; in detail we need

*) apply a new template based on our graphics examples (given in psd)

*) support us in creating plugin to extend account pages

*) create a "context" environment: a user is associated to more than one environment. Depending on the environment some forums, cms , downloaded documents, news can be accessible or not.
