News text in block sections

I am trying to figure out how the section blocks allow . a change of design . Though . there isn't any difference of design after making changes .

I have added . " latest news " and " featured news " though there is no difference to design and I cant figure how to type text for these applications .

Any advise , Please

Check ( attach file ) some of the box sections are missing on the design . when viewed in normal mode . and how do I make changes to text . do I have to click another control for to go live . with application 

 News is only added by the admin.

Under your modules>news

create articles news postings, and when you like a particular one, you "feature" it.

[edit] This is the same for "articles," only the admin can create these.

are you trying to change the actual text "Featured News" and "Latest News"?

also, after making changes be sure to clear your cache.
