These enhancement will provide country filter and message translation on dolphin mail system.

Features:

- The user can filter what country they want to receive message from.

- IP locator api is use to provide the accurate country based on sender's IP.

- Friends, site admins and moderators can send message regardless of what country they're from.

- The user has the capability to translate the receive messages if desired, based on the language they set on the mail settings page.
